Because this is a governmental service, it is only available to certain types of organizations. You must be one of the following to access this service:
- US Federal, State Local, Tribal, and Territorial Government Entities
- Other entities that handle data that is subject to government regulations and requirements, and where Azure Active Directory Premium Government is appropriate to meet those requirements
- A minimum of 500 seats
